well, there are 'good' cookies and their are 'bad' cookies; deleting a 'good' can make some trouble for you. so, may I ask why ??
This is trivial, because by design cookies not just there for you to find as "cookies.file", so you didn't follow instruction then.
It's better to go to the super market.
Go to history of your browser and there you will find the option for your stored cookies
There are many ways to do this. The easiest way is to use CCleaner/Option/Cookies.
There are different cookies for each browser that you use.
That takes you somewhere you should not go. Do not mess with the computer registry.

did you look in the cookie jar?
go to history delete everything once...then the stuff that comes back are the cookies
