Me personally, I think the reason why many people hold that view is because Hendrix was far more inventive and versatile at the time he hit it big. Clapton himself recalled seeing Hendrix perform live and say how blown away he was.
They are both fantastic guitarists. So, what does better even mean?
For these two those, its Hendrix because he played with more imagination, a wider range of tone and tonal color. His compositions from a guitar player's perspective are a lot more interesting, he plays so few riffs, so to speak "straight up", he fills all his riffs with his signature sounds, tones, attacks, and huge range of abilities. He played with a huge range of activity in both hands.
If Jimi Hendrix lived, I can't even imagine how fascinating and interesting his music would have become.
Clapton writes beautiful songs, plays them amazing, unplugged, plugged in, its always great. He's never really surprised me with where he was going.

He seemed more creative overall and was a more consistent song writer.
