I'm pretty sure most codes specify a hand rail is required when two or more steps are present, but actual conditions may present some exception condition.

it is if you wait to build the stairs until after the building inspector leaves.

In most cases, building code requires handrails, even for only 2 or 3 steps.

In practice, the actual safety depends on several factors, including who will be using the stairs.

I suggests that you are totally ignoring building codes. And if you are willing to build a stair case without a rail.... what other building codes are you ignoring?

You can but good luck walking down the steps with nothing to hold onto

Definitely not, for everyday use.
