I think killing was maybe not much what they'd do, because the purpose of colonisation was to trade, and capitalism. But I think you are confused because Congo is a french-speaking country as it was a Belgian colony.

No, Queen Victoria did not go to the Congo Free State for exploitation at the time. It was Leopold II of Belgium who brutally treated the native people as sub-human slaves and made them work on the plantations.
